Gifts good and odd

 HeWhoReallyMustBeObeyed (HWMBOs manager) sent me this for Christmas with a beautiful note thanking me for being a supportive and understanding wife and before you all say it : No, he's never met me!  Nice thought all the same.

My mother gave me this, amongst many other things.  I am not entirely sure what it is or what to do with it.  All suggestions gratefully received!
