Is doing nothing good?

I heard Iain Duncan Smith on the radio this week discussing welfare reform post budget and he said....

"We have a budget which is neutral to child poverty which is a very good thing."
How so?! How is doing nothing about child poverty a good thing? Are you actually saying you are really proud that you haven't done anything to help the children living in poverty in this country?

4 million children in the UK live in poverty. The Child Poverty Act became law in March this year. This should provide a mechanism to target children most at risk of poverty and allow decisions to be made on the basis of whether they will help these children in the long term.

So how is doing nothing a positive thing Mr Smith?

Freezing child benefit is not the answer. It is not the children's fault, don't punish them.
